Ensuring adequate shelter is a major challenge for a rapidly growing state like India. Recognizing housing as a basic human need, the Government of Maharashtra has undertaken various initiatives to provide affordable and sustainable housing to all sections of society, including the Low Income Group (LIG), Middle Income Group (MIG) and High Income Group (HIG). The state's commitment to housing development was first formalized with the release of the Housing Policy on 23 July 2007.

Also, under Section 83(1) of the Maharashtra Housing and Area Development Authority (MHADA) Act, 1976, buildings on the Brihanmumbai Island are exempted from cess. The Mumbai Building Repair and Reconstruction Board is responsible for repairing and reconstructing old and dilapidated buildings, ensuring their safety and longevity.
The Housing Department oversees major institutions such as:

  1. Maharashtra Housing and Area Development Authority (MHADA) – an autonomous body that carries out housing development
  2. Slum Rehabilitation Authority (SRA) – Facilitates slum redevelopment and rehabilitation
  3. Shivshahi Rehabilitation Project Limited (SRPL) – A government initiative for housing reconstruction
  4. Maharashtra Housing Development Corporation (MHDC) – Assistance to affordable housing initiatives
